Responsibilities:
-
Develop and expand GovTech / B2G solutions across Francophone Africa (West & Central Africa)
-
Build and maintain relationships with government stakeholders: ministries, agencies, and public institutions
-
Identify priority countries, key public institutions, and entry opportunities
-
Design market entry strategies (pilot → MoU → scale-up)
-
Work with local partners, system integrators, and consulting firms
-
Prepare concept notes, proposals, presentations, and briefing materials for government clients
-
Participate in negotiations and official communications with public-sector counterparts
-
Conduct market research and stakeholder mapping
-
Manage long B2G sales cycles and pilot-based engagement models
Requirements:
Language & Communication:
-
Fluent French (C1–C2) — mandatory
-
Working proficiency in English
-
Strong experience in formal communication with government bodies
Market & Regional Understanding:
-
Strong understanding of Francophone Africa (especially West & Central Africa)
-
Familiarity with:
-
Government decision-making structures
-
Public procurement processes
-
Donor-driven and reform-oriented digital projects
-

Understanding of cultural and operational differences between Anglophone and Francophone public sectors
Experience & Expertise:
-
Experience in at least one of the following areas:
-
GovTech / e-government
-
B2G or public-sector consulting
-
ICT solutions for government or development projects
-

Knowledge of digital public infrastructure, including:

Digital ID systems
-
e-services and platforms
-
Government registries and smart government tools
-

Experience working with long sales cycles and pilot-first market entry models

High level of cultural sensitivity

Structured, patient, and results-oriented approach (public sector ≠ fast sales)

Ability to work with ambiguous data and early-stage markets
